Katia Major wonders, is the UK really heading the online revolution?

At this point in time, we are all fairly familiar with the Government's goal of developing the UK as the world's best place in which to trade electronically. By 2002, the Prime Minister expects 25% of all dealings by citizens and government to be done electronically. Although this may sound like a reasonably ambitious goal, how does it really fare in relation to the rest of the developed world.
